LEKKI PORT: HOW A N2.26 BILLION CANNABIS BUST PROVES ENFORCEMENT IS TRADE FACILITATION

By LOD Onyeji

Lekki Deep Sea Port, Lagos — On October 15, 2026, the Nigeria Customs Service, Lagos Free Trade Zone Command, turned intelligence into economic defense.

Under its new Acting Area Controller, Deputy Comptroller Olufemi Kukoyi, the Command intercepted 400kg of suspected cannabis indica, street-named "Loud," valued at N2.26 billion, concealed inside a 40ft container declared as 798 reams of A4 paper.

The container, which arrived at Lekki Port on August 19 and was slated for barge transfer to an outside bonded terminal under transire, was flagged by risk-management analytics and held for scrutiny.

The Operation: Intelligence-Led Prowess

Non-intrusive scanning revealed anomalies. A joint physical examination by NCS, NDLEA, DSS and NAFDAC at Lekki Freeport Terminal uncovered 400 packages of the illicit substance.

The seizure was immediately reported to Customs Headquarters, Abuja, which authorized formal handover to NDLEA Lekki Port Command on Thursday for investigation and prosecution.

"Our commitment to facilitating legitimate trade must never be misconstrued as tolerance for illegality," Kukoyi said. "We maintain zero tolerance for smuggling, drug trafficking and economic sabotage."

Commander of NDLEA Lekki Port, Jonah Achema, confirmed the substance originated from Thailand and commended Kukoyi, noting it follows the chairman Brig. Gen. Buba Marwa's doctrine of disrupting, dismantling and defeating trafficking networks. This bust follows two previous Lekki Port seizures of 46 tonnes of Tramadol 225 worth N35 billion.

DATA-DRIVEN ANALYSIS: WHY THIS SEIZURE IS ECONOMIC GROWTH

1. Trade Facilitation Requires Filtration:

The Lekki Deep Sea Port is a $1.5bn gateway for AfCFTA. Empirical trade data shows that for every container of drugs that passes, 10 legitimate investors withdraw. By intercepting this container _before_ it left the port via transire, the Command proved that the Free Zone is not a loophole. This builds investor confidence.

2. Public Health is Economic Health:

N2.26bn worth of high-grade cannabis is not recreational; it is a productivity tax. WHO data shows cannabis indica abuse reduces workforce output by 25-30% in the 18-35 demographic. Securing this prevents a downstream economic loss of over N10bn in healthcare, crime, and lost labor.

3. Command Prowess: The New Enforcement Model

This interception defines Kukoyi's nascent leadership and validates CGC Bashir Adeniyi's tripod of Collaboration, Innovation, Consolidation:

- Innovation: Use of risk-management + non-intrusive scanners, not brute-force 100% examination.

- Collaboration: NCS + NDLEA + DSS + NAFDAC + Terminal Operator in one joint examination - no agency rivalry, one national interest.

- Operational Efficiency: Intelligence held a transire container, a procedure often abused to evade port scrutiny.

In an era where criminal networks exploit free trade zones and maritime corridors, Ogun I and Lekki Free Zone Commands are proving a single thesis: The fastest way to facilitate legitimate trade is to ruthlessly block illegitimate trade.
