From Coastline to Hinterland: How the NPA Is Rewiring Nigeria for Export-Led Growth

At the 21st Abuja International Trade Fair, the Nigerian Ports Authority made a quiet but structurally significant argument: Nigeria's economic resilience will not be secured at the quayside alone.
Managing Director/CEO Dr. Abubakar Dantsoho, speaking on NPA Special Day under the theme "Resilient Trade, Taxation, and the Economy," announced a two-track reform to cut non-oil export bottlenecks — the integration of Inland Dry Ports into NPA's operational mandate, and the full operationalisation of dedicated Export Processing Terminals as one-stop shops for sorting, packaging, quality certification and customs documentation.
The logic is hinterland economics. With Federal Government approval transferring IDP management to NPA, exporters in Abuja and the north-central and north-west corridors no longer need to truck raw commodities 600-900km to Lagos or Port Harcourt before documentation. Clearance now happens inland, cargo moves sealed to the seaport.
It is a model that has already reshaped export powerhouses.
The Global Precedent
1. The Netherlands / Germany Model - Decongestion by Design: When public policy in the late 20th century made expansion at Rotterdam untenable, the Port Authority outsourced storage, customs and distribution to inland satellites at Venlo and Moerdijk linked by rail to Rotterdam. The result: Rotterdam handled 14.5 million containers in 2022, while Antwerp handled 13.5 million and Hamburg — 100km inland without a comparable satellite network — handled only 8.3 million and saw an 11.7% half-year drop in 2023. Today Rotterdam runs more than 400 intermodal rail services weekly, with cargo reaching the German border in three hours.
2. Sweden - Climate and Cost Dividend: Under the EU DRYPORT project, Sweden built the Skaraborg Logistics Centre in Falköping, 120km from the coast, as an integrated part of Port of Gothenburg. It now runs 23 rail shuttles and moves over 50% of containers by rail, saving an estimated 12,000 tonnes of CO2 per year, projected to reach 28,000 tonnes after expansion.
3. United States - The Agricultural Export Playbook: The U.S. inland port system — Chicago, Memphis, St. Louis, Kansas City — was explicitly retooled to manage a surge in agricultural exports. Shippers re-use empty import containers for wheat, soybean and corn exports to Asia, cutting costs and closing the trade gap. Critical to their success is connectivity to rail and seaports and smooth intermodal trans-loading.
4. Singapore - The Single-Window Standard: Singapore's leap to 40.9 million TEUs and 622.67 million tonnes of cargo in 2024, and its new Tuas mega-port — a fully automated 65-million TEU capacity port built around AI, 5G and driverless vehicles — rests on a digital 'port community' single-window where customs, routing and documentation are processed once, a system first piloted in Zeebrugge for post-Brexit processing. 18d1584601bcc99d118ba662a0626c11
Nigeria is adopting the same architecture. NPA's Export Processing Terminals replicate Singapore's single-window logic: quality and regulatory steps completed before port entry, reducing dwell time and demurrage — costs that European case studies show fall significantly when dry ports are used. dfac
Early impact is measurable, Dantsoho noted. Cocoa, sesame seeds, cashew nuts, hibiscus and solid minerals have recorded increased export activity in the past two years, a trend that directly supports forex inflows and buyer confidence.
For ACCI Director-General Agabaidu Jideani, the test is collaboration. Port competitiveness, he argued, has direct implications for importers, exporters, manufacturers and retailers. ACCI will provide a structured feedback platform for FCT businesses, while NPA enlightens the private sector on procedures.
The message to entrepreneurs was direct: the port is now coming to the producer. As global evidence shows — from Venlo to Falköping to Memphis — when clearance moves inland and rail replaces road, exports scale, emissions fall, and foreign exchange follows.
